When does heresy become heresy?

Can heresy be heresy before the church or an individual declares it to be heresy? Can orthodoxy be orthodoxy before any definition or declaration is made about it?

I'm reminded of a saying by Fulton Sheen: "A lie is a lie even if everyone believes it, and the truth is the truth even if no one believes it. There have been times when vast groups of people believed things like the earth was the center of the universe, the world was flat, etc., but it was still wrong. In the same manner, a heresy stems from a misuse of God's word and man-made theology, in which case it cannot come from God and therefore cannot be part of Divine Truth. A person might simply be ignorant on the matter, but ignorance does not equal correctness.
